by Stuart Chuan Bullying indicates an imbalance of power, in which the advantaged impose a certain power – physical, psychical, or political – upon the disadvantaged. Those involved can be divided into three categories: the bullies, the bullied, and those who witness the bullying scene. Bullying has long been latent in Taiwan and has taken place repeatedly, especially in junior and senior high schools, and statistics show that up to 55.8% of students are afraid of being bullied in school. However, it was not until a recent bullying event in Bade Junior High School that the government began to stress the issue. At the beginning of the spring semester 2011, many kinds of anti-bullying propaganda were circulated in schools, yet it is questionable whether these efforts can truly help to eradicate the problem. a
